Energy and Infrastructure Minister, Belinda Balluku announced during a public statement that they would freeze all non-operational Hydro power plants and contracts and will verify if they are in compliance with the law.

Although a large part of HPP permits are issued by the majority, their verification on the objectives of the National Action Plan for Renewable Resources is required.

A huge burden is placed on investors, who have financed the works by spending considerably large amounts of money. Unilateral action runs counter to the promise of investor support, bringing about further contractions to the minds of foreign companies that view Albania as a development opportunity.

Despite concerns raised by environmentalists, the decision of Minister Belinda Balluku does not clarify how concrete action will be taken, and evaded details on the procedures that will be followed for verifying or canceling the concession contracts of the Hydro Power Plant.
